Most firms arrive in Sofia for one reason: it keeps them inside the EU perimeter at a running cost that Vienna, Frankfurt or Dublin will not match. Salaries are lower, the developer pool is real, and an operating team of twelve people costs what four would cost further west. That maths is why Bulgarian entities keep showing up on European broker groups' org charts.

What it does not solve is technology. A Sofia entity still needs a trading platform clients will use and a back office that survives an audit. That is our half of the work.

Who this page is for

The Bulgarian regulatory backdrop

Investment intermediaries in Bulgaria are supervised by the Financial Supervision Commission, the FSC. Bulgaria is an EU member state, so the FSC applies MiFID II, and the ESMA product intervention measures on retail CFD leverage apply the same way they do in Warsaw or Nicosia. An authorised Bulgarian firm can passport its services into other member states through notification rather than a fresh application. Capital, client money segregation and reporting duties follow from the permissions you hold, which is the argument in capital requirements for brokers. Prop firms sit in a less settled position across Europe, and prop firm regulation covers where that conversation currently stands.

Payments and banking, the Bulgarian version

Bulgaria uses the lev, and clients expect local card payments and local bank transfers even when their trading account is denominated in EUR or USD. In practice a Sofia firm ends up with a card acquirer, a SEPA rail through a bank or an EMI, and often a crypto option for regional clients who cannot pass a card check. Each of those is a separate approval process with a separate risk appetite, and none of them will move as fast as your software will. Client languages here are mixed: Bulgarian at home, English and Russian for the wider region, Greek and Romanian for the neighbours. The usual structure is a Bulgarian operating company for the regulated activity, an EU banking and EMI mix for payments, an in-house team on sales, retention and dealing, and technology bought rather than built.
