The regulatory backdrop in Malaysia

Onshore, the Securities Commission Malaysia is the capital markets regulator, with Bursa Malaysia Derivatives as the domestic derivatives exchange and Bank Negara Malaysia sitting over the currency and payments side. The Securities Commission also publishes an investor alert list naming unauthorised operators, which is worth knowing about because it shapes how carefully firms market here.

Separately, the Labuan International Business and Financial Centre operates under the Labuan Financial Services Authority, which licenses money-broking and other financial activity under its own legislation. That is a distinct regime from the onshore one, with its own permissions and its own limits on what may be done with Malaysian residents. Founders routinely conflate the two. Do not. Retail clients in Malaysia expect FPX bank transfer and DuitNow QR, not cards, and a firm that launches with a card-only checkout will see it in the conversion numbers immediately. Regional books add Indonesian and Thai rails on top. Cross-border settlement runs on correspondent banking, and trading firms remain a high-risk merchant category everywhere.
